Find something sturdy to hang on to with both hands. Lift one leg like a stork. Balance on the other leg. Hold that position for 2 minutes. Switch legs and repeat. At first you will not last for even 1 minute, but week by week you will slowly improve.
Let go with one hand. Try it with your eyes closed. Open your eyes and work toward holding on with only one finger. Grab on firmly again and try going up on your toes. Rock back on your heel. Add one of these items every few weeks. By a year you will be amazed at your progress.
